The proposal for Diamond City Partnership was for facade improvements at the downtown Park & Lock Garage in Wilkes-Barre, PA. C. Allen Mullins architect explored various ideas but developed one that provides a new face to the upper garage and allows for a dynamic change to South Main Street and the Midtown Village. The fabric proposed could feature an image, determined by the Partnership, or remain white with the intention of projecting varying images onto it at night.
